Domestic Budget Allocation to Health
Comment 14 on Article 12 of the International Covenant on Economic, Social and Cultural Rights notes that health is a fundamental human right, inextricably linked to the realisation of other human rights; states that every human being is entitled to enjoy the highest attainable standard of physical and mental health needed to live with dignity; and asserts the obligation of the State to protect the right to health, placing obligations on governments to adopt laws to ensure equal access to healthcare and associated services. States that are party to this treaty, especially, must make substantive provision for the progressive realisation of this commitment, in part through prioritising domestic financing for health in national budgets.

Abuja Declaration: Domestic Budget Allocation to Health
In 2001, Heads of State of African Union countries pledged to set a target of allocating at least 15% of their annual budget to improve the health sector of their respective countries. This Abuja Declaration followed less than a year after the global adoption of the Millennium Development Goals and recognised the importance of domestic prioritization of resources towards the progressive realisation of the right to health.
