PEPFAR Country Operational Plan
Through the United States government, PEPFAR (the President’s Emergency Plan for AIDS Relief) is the largest bilateral arrangement for international HIV response. Commencing in 2003 as a 15 billion USD 5-year commitment, PEPFAR continues almost two decades later, having contributed more than 70 billion USD to HIV, TB, malaria, and responses to other opportunistic infections. Annually, PEPFAR collaborates with diverse stakeholders from US government agencies, UN agencies, civil society organisations and governments to develop country-specific Operational Plans (COPs), reflecting data-driven strategic priorities for programming from which targets are derived, and levels of investment set.
