Policies and strategies must translate into implementation to be effective and impactful. Programming involves operationalising concepts and commitments through practical design and delivery. This section analyses evidence for the provision of effective, quality services, products and commodities to sexual and gender minorities and sex workers, as expressed in policy and strategy for improving sexual and reproductive health.
